Background:

Solidarite Afghanistan Belgique (SAB), international NGO based in Belgium, has been involved in humanitarian assistance for the afghan population since 1984, focusing on basic education and vocational training. These two activities contribute not only to human development but also to social and economic development for a population who has been denied learning opportunities for many years due to war and civil turmoil.

SAB programs were originally set up in the refugees camps in the area of Peshawar in Pakistan and since 1992 have gradually moved into Afghanistan with the return of many Afghans to their homeland.

The basic education project trains Afghan teachers and trainers through courses, seminars and resource centers, SAB trainers are also involved with the Ministry of Education for the design of curriculum, teaching aid materials and training materials.

The vocational training department concentrates on practical training through apprenticeship in many different trades, supported with literacy and theoretical courses.

JOB SUMMARY

Under the direct supervision of the Operational Director and the Head of Mission, the Education Project Manager will be responsible for the following: 

DUTIES & ESSENTIAL JOB FUNCTIONS

• Develop work plans for the implementation of ongoing education projects and keep tracks of progress and achievements; ensure that project activities are implemented according to the project document;

• Manage overall agricultural monitoring and recommend ways for improvement of performances  and overcome constraints;

• Conduct field visit to project sites to monitor activities and results and use lessons learned to improve the quality of the projects;

• Collect information from Supervisors and Team Leaders and draft narrative reports according to donor’s requirements;

• Establish projects’ database and ensure regular update;

• Liaise and coordinate with partners such as  representative Ministry of Education and  National Science Centre, to inform them on the projects, seek collaboration on the implementation of the projects, coordinate activities and keep them informed on developments and constraints;

• Support project staff in the field establishing and maintaining regular contacts with Provincial Managers;

• Liaise and coordinate with partners and local communities to inform them on SAB education projects, seek collaboration in implementation,  coordinate activities  and keep them informed on developments and constraints;

• Ensure proper use and maintenance of project files by the field staff and provide additional training as required;

• Responsible for the correct utilization and accounting of project funds, in coordination with Finance department. Monitor and keep track of the project’s operational expenditures, ensuring that they are in line with project budget;

• Liaise closely with Logistic department for requisition, procurement and delivery of project equipment and material;

• Liaise with Administrative department for reporting to Ministry of Economy and Ministry of Education and for all matters related to human resources deployed to the project;

• In collaboration with project staff prepare and update appropriate forms for monitoring of trainees;

• Assist Head of Mission and Operation Director in liaising with donors, providing information on project activities and progress;

B. Human resources management

• Coordinate the work of project team in collaboration with the Operation Director, reviewing supervisors monthly work plans, organizing meetings  and ensure regular flow of information:

• Make sure that projects are adequately staffed and initiate recruitment of staff as appropriate in coordination with Administrative department and Operation Director/ Head of Mission;

• In coordination with Operation Director revise project staff job descriptions as needed and  provide staff evaluation twice a year;

• Organize monthly staff meetings to discuss projects achievements, security concerns, update work plan identify problems/solutions and additional requirements;  

• Lead and motivate project staff ensuring that development needs are identified and appropriate trainings are provided;

• Pay particular attention to female staff members needs, making sure that proper logistic arrangements are in place. 

C. External relations

• Liaise and coordinate with partners, government agencies and donors to ensure SAB education activities are well known and recognized and duplication of similar initiatives in the same areas are prevented and possible gaps are filled;

• Ensure that SAB is kept abreast of current education issues, trends, strategy and policy within the country;

• Make sure that proper protocols and authorizations are signed with relevant authorities and are timely distributed to the field;

• Represent SAB Education  department and participate to external seminars and workshops as required;

D. Development

• In consultation with staff and partners, propose new activities and/or orientations to adapt SAB programs and strategy to the specific needs of beneficiaries and partners;

• In close collaboration with Operation Director, Head of Mission, staff and partners, assess needs and identify opportunities for development of new projects/activities and sources of funding and draft proposals using the required format;

• Keep Operation Director and Head of Mission regularly updated on Education department projects, activities, progress and constraints and propose appropriate solutions for improvement 

• Participate to Project Managers’ meetings.

E. Others

• Collect and distribute security related information, provide advices and take appropriate actions in consultation with Operation Director, Head of Mission and Logistic Supervisor;

• Any other tasks as requested by Operation Director, Head of Mission and HQ Directors

Qualifications required: 

1. Graduated from university in any education field

2. Five years work experience in education project management preferably with NGOs.

3. Speak and write English fluently, and report writing 

4. Ability to independently plan and monitor education projects.

5. Proper computer and internet skills 

6. Willing to travel to project sites.
